All buildings in Manhattan that are six stories or taller must comply with Local Law 11 / FISP. The requirements are the same citywide — a QEWI inspects the facade, classifies conditions as Unsafe, SWARMP, or Maintenance, and files the report with the DOB. What varies by borough is the building stock, the facade materials, and the specific challenges that QEWIs encounter.
Building Stock
Manhattan's facade-obligated inventory spans prewar masonry walk-ups (6–10 stories), midcentury towers, postwar glass curtain walls, and modern high-rises. Material variety is extreme — a single block may include brick, limestone, terra cotta, concrete panel, and glass.

- Midtown — highest concentration of commercial towers, complex curtain wall facades
- Upper West Side — dense prewar co-op and condo corridor, brick and limestone
- Upper East Side — landmarked prewar buildings with ornamental facades
- Financial District — mix of historic masonry and modern glass towers
- Harlem — prewar brownstone and masonry, many buildings approaching or past first FISP cycle
What QEWIs Should Know
Manhattan's landmarked districts (Upper East Side Historic District, SoHo-Cast Iron, Greenwich Village, etc.) require additional coordination with the Landmarks Preservation Commission (LPC) for any facade repairs. A QEWI working on a landmarked building must account for LPC review timelines in their project schedule.
Filing Deadlines
FISP deadlines are based on your building’s BIN (Building Identification Number), not its borough. Check your building’s Cycle 9 sub-cycle deadline by looking up the last digit of your BIN.
